Washington L&I General Contractor license required before applying for DOH drug lab certification; standard WA business license.

No specific standalone program found; DOT/EPA rules apply.

Meth / Drug Lab Cleanup

Three-tier certification: Worker, Supervisor, and Contractor; contractor must have minimum 2 DOH-certified drug lab employees (at least 1 supervisor); certifications valid for 1 year; statutory penalties for unauthorized cleanup; numerical standard: 1.5 µg/100cm².

OSHA Requirements

Washington has an OSHA-approved State Plan (WISHA) covering private and public sector workers; one of the more active state OSHA programs.

Insurance Requirements

L&I general contractor license requires bonding and insurance.

  • OSHA BBP (29 CFR 1910.1030): Written Exposure Control Plan, annual employee training, Hepatitis B vaccine offer, appropriate PPE, 30-year recordkeeping
  • DOT (49 CFR 173.134): Proper classification, packaging, labeling, and transport of regulated medical waste
  • EPA: Use of EPA-registered disinfectants, proper waste disposal under RCRA, waste manifest documentation
  • Certifications (recommended): IICRC TCST, ABRA CBRT, or GBAC — not legally required but increasingly expected by insurance companies and referral partners
