No Specific License Required Minimally Regulated

Virginia Biohazard Cleanup Requirements

Moderate regulation via contractor licensing and VOSH state plan. Virginia uniquely does NOT require medical waste transporter registration/permits. No trauma scene practitioner license.

General Business License

Virginia Contractor License (Class A, B, or C) from DPOR required for remediation work depending on project value; Class A required for projects over $120,000.

Medical Waste Transport

Virginia DEQ does NOT require transporters to register or obtain permits for transporting regulated medical waste (unless operating a Transfer Station); transport must comply with DOT HMR (49 CFR Parts 171-180).

Meth / Drug Lab Cleanup

No known contractor certification or cleanup standards.

OSHA Requirements

Virginia has an OSHA-approved State Plan (VOSH) covering private and public sector workers.

Insurance Requirements

Virginia contractor licensing requires insurance; specifics depend on license class.

Federal Requirements (Apply in Every State)

  • OSHA BBP (29 CFR 1910.1030): Written Exposure Control Plan, annual employee training, Hepatitis B vaccine offer, appropriate PPE, 30-year recordkeeping
  • DOT (49 CFR 173.134): Proper classification, packaging, labeling, and transport of regulated medical waste
  • EPA: Use of EPA-registered disinfectants, proper waste disposal under RCRA, waste manifest documentation
  • Certifications (recommended): IICRC TCST, ABRA CBRT, or GBAC — not legally required but increasingly expected by insurance companies and referral partners

Verify before operating: Licensing requirements change frequently. Confirm all information directly with Virginia state agencies before starting or expanding operations. This page was last reviewed April 2026.
