No Specific License Required Moderately Regulated

Minnesota Biohazard Cleanup Requirements

Moderate regulation. MPCA's infectious waste transporter registration is well-structured, explicitly prohibiting common carriers. MNOSHA state plan provides additional worker safety.

General Business License

Standard Minnesota business registration; no statewide contractor license specifically for biohazard cleanup.

Medical Waste Transport

Mandatory registration as MPCA infectious waste transporter; common carriers and courier services expressly prohibited for this waste stream; MPCA maintains approved transporter list.

Meth / Drug Lab Cleanup

Numerical standards exist (1.5 µg/100cm² for use sites; 0.1 µg/100cm² for production sites); MDH does NOT certify or license cleanup contractors.

OSHA Requirements

Minnesota has an OSHA-approved State Plan (MNOSHA) covering private and public sector workers.

Insurance Requirements

No state-mandated minimum specific to biohazard work.

Federal Requirements (Apply in Every State)

  • OSHA BBP (29 CFR 1910.1030): Written Exposure Control Plan, annual employee training, Hepatitis B vaccine offer, appropriate PPE, 30-year recordkeeping
  • DOT (49 CFR 173.134): Proper classification, packaging, labeling, and transport of regulated medical waste
  • EPA: Use of EPA-registered disinfectants, proper waste disposal under RCRA, waste manifest documentation
  • Certifications (recommended): IICRC TCST, ABRA CBRT, or GBAC — not legally required but increasingly expected by insurance companies and referral partners

Verify before operating: Licensing requirements change frequently. Confirm all information directly with Minnesota state agencies before starting or expanding operations. This page was last reviewed April 2026.
