Administered by: Florida Department of Health (FDOH), Biomedical Waste Program

General Business License

Standard Florida business license; Mold Remediation license (Florida DBPR) required if mold is present.

Medical Waste Transport

Mandatory for transporting 25+ pounds of biomedical waste over public roadways; annual registration fee: $135 for first vehicle, $10 per additional; vehicles must display business name, registration number, 24-hour phone, and biohazard symbol.

Meth / Drug Lab Cleanup

No specific certification or cleanup standard found; HAZWOPER compliance expected.

OSHA Requirements

Federal OSHA jurisdiction (no state plan for private sector); 29 CFR 1910.1030 applies.

Insurance Requirements

Transporter must maintain insurance; storage permit required if holding waste >72 hours.

Federal Requirements (Apply in Every State)

  • OSHA BBP (29 CFR 1910.1030): Written Exposure Control Plan, annual employee training, Hepatitis B vaccine offer, appropriate PPE, 30-year recordkeeping
  • DOT (49 CFR 173.134): Proper classification, packaging, labeling, and transport of regulated medical waste
  • EPA: Use of EPA-registered disinfectants, proper waste disposal under RCRA, waste manifest documentation
  • Certifications (recommended): IICRC TCST, ABRA CBRT, or GBAC — not legally required but increasingly expected by insurance companies and referral partners
